J. Sargent “Sarge” Slicer

Sarge Slicer started his P/R career when he was initiated into Company A-12 (Northeastern University) in the fall of 1962. He was on the IDR and trick drill teams. He moved onto 12 Regimental staff and became Regimental Commander in the fall of 1966. In 1967 he received the Regimental Commanders award. He graduated in 1967 with a BSEE and as a Second Lieutenant in the Signal Corps.

His army career started at Fort Gordon, GA for basic training then to Fort Monmouth, NJ for Officer Basic Signal training. In 1968-69 he was served in Korea in the 51st Signal Battalion as Executive Office of Company B and then Commanding Officer of Company A. Following Korea, he when back to Fort Monmouth and served as Instructor/Section Leader in the Office Basic Signal School and there he was promoted to Captain.

In 1971 he left the service to become a fire protection engineer a career which he continues today. He currently is President of Slicer and Associates a fire protection and loss prevention consulting company.

He joined the NSPRAA in 2017 and became comptroller in October 2020.

Donte Hanns

Donte Hanns joined Pershing Rifles in the fall of 2010 at the University of Toledo,Troop L-1. During his time as an undergraduate Rifleman in 2013, Donte became the Inspector General for less then a year and was then promoted to assistant National Commander. In 2014 Donte was voted to be the National Commander of Pershing Rifles and served in that position until 2015. Donte eventually graduated from the University of Toledo with a bachelor’s degree in criminal justice.

Director of Communications

Reporting to the V.P.- Operations & Staff, this P/R exercises delegated authority to oversee the overall planning, direction, and timely execution of communication and information operations, across the breadth of communication channels and medium available, working with PRG and NSPRHQ, and serves as POC for communications on national events.  These functions include development, assignment of goals and objectives for staff members and subordinate member organizations. Approves multiyear and longer range communications plans in support of the NSPRAA long term goals.  Evaluates the effectiveness of communications in terms of mission accomplishment, quality and quantity standards, procedural, policy and regulatory compliance, and technical competence.  Establishes a working relationship with members of the Pershing Rifle Group to advance the vision of the Pershing Family.  Apply by sending email with qualifications to nspraa@pershingriflesalumni.org

 

 

Social Media Coordinator – Reporting to the Communications Officer, this self-motivated P/R will create and maintain a strong online presence for NSPRAA, implementing online marketing strategies through social media accounts.  They will:

  • Create engaging text, image and video content for multiple social media platforms, and determine which new platforms to engage
  • Design posts to sustain readers’ curiosity and create buzz around new products
  • Measure web traffic and monitor SEO with PRG web teams
  • Stay up-to-date with changes in all social platforms ensuring maximum effectiveness
  • Train co-workers to use social media in a cohesive and beneficial way
  • Facilitate online conversations and respond to queries
  • Report on online reviews and feedback
  • Develop an optimal posting schedule, considering web traffic and engagement metrics
  • Oversee social media accounts’ layout
  • Suggest new ways to attract prospective members, like promotions and competitions

Photography & Video Team Member – Reporting to the Communications Officer, this P/R has his own camera equipment, a love for photography, and can work with members of the team to capture images and video content to assist in the deployment of updates, website and marketing materials. Marketing Intern

Reporting to the NSPRAA Marketing Director, this self-motivated intern is not required to be a member of the Pershing Rifles Military Fraternity.  They will assist the Director by:

  • Assisting with the Social media team to create and maintaini a strong online presence for Pershing Rifles, focused both internally on membership engagement, and externally for awareness.
  • Implementing online marketing strategies through social media accounts
  • Developing media for Newspapers, Magazines, and cooperative organizations with the intent of increasing awareness and finding our “lost Brothers’.

Elizabeth McNair

Elizabeth McNair was inducted into the National Society of Pershing Rifles in Spring 2014 at Central State University (T-1). Received her degree in psychology and commissioned in the Pennsylvania Nation Guard as a Logistic Officer. She currently still serving as the SPO Transportation Officer at HHC 128 BSB.

In the civilian world, Elizabeth works as a Transportation Manager at Amazon in Chesapeake, VA. Elizabeth has been apart of NSPRAA since 2020 and currently serves as the VP of administration.

Areas within the VP Admin purview:

Administrative Assistant – Reporting to the V.P.-Admin & Finance, this Member of the Pershing Rifles Military Fraternity performs Volunteer services in the Graduate Division, coordinating administrative actions, assisting in the development of Policy, managing and handling official correspondence, and assisting with other administrative tasks, to include but not limited to:

  • Working with PRG and other staff members to improve the accuracy of the membership database
  • Working with Graduate Units to assist with database requests, and updating financial status of membership
  • Validating membership for Chartering Unit requests
  • Initiating, and managing the new membership packet process, to include coordination with 3rd party vendors and the fulfillment center.

Logistics Assistant – Reporting to the V.P.-Admin & Finance, this P/R is in charge of securing and maintaining supplies and resources needed for day-to-day operations and special events. Often works with PRG Logistics Manager in the assembly and mailing of NSPRAA new membership packets and the facilitation of mailing new member materials. Logistics Assistant – Brand & Vendor Manager

Postion Description:

Falling under the Operations Office, this position is responsible for the areas of Brand Management and Vendor Management.  Acting as the official “Keeper of the Brand” for NSPR, NSPRAA, PRG, and Blackjack Brand issues, they will assist in development and modification of policy, and track compliance with Brand and Vendor Policy.  They are responsible for soliciting and cultivating relationships with vendors who will bring positive energy and products to our membership.  This position will work with PRG in drafting/tailoring the base contract with external vendors, and will act as the single point of accountability for internal and external vending partners, managing and overseeing the Vendor licensing program.

  • This Position is empowered to develop staff as needed to successfully achieve the desired end state of control of the NSPR, NSPRAA, PRG, and BlackJack logos, and compliance with contractual agreements. Some of the responsibilities are:
    • Research, evaluate and identify viable vendor partners.
    • Help coordinate, and formulate workflow processes, methods, procedures and policies for applying vendors and for approvals of those vendors.
    • Coordinate all vendor management tasks inclusive of working with external vendors, the NSPAA Logistics Officer, and the PRG Store
    • Coordinate for all contracts to be reviewed by PRG Legal
    • Track their approvals and expiration dates, and renew or prohibit renewal in accordance with NSPRAA Policies..
    • Ensure tracking, of complaints regarding Vendors, report and evaluate vendor performance.
    • Monitor contractual agreements for all approved vendors to ensure adherence to Brand Policy, and terms of their licensing, Troubleshoot all vendor problems and present to management as required.
    • Support expansion across new business lines

     

    Comptroller/Finance Officer – Reporting to the V.P.-Admin & Finance, this P/R serves as the NSPRAA Comptroller, and specifically focuses on the creation and management of the Budget, the management and maintenance of financial payment channels, the collection, review, and disbursement of funds, and Reports and Audits.  Works with PRG Finance to ensure reimbursements and invoices are paid.  Army Finance Officers and accountants may be well suited for this position.  Apply by sending an email with your qualifications to nspraa@pershingriflesalumni.o

David Lewis

David N. Lewis, Jr. joined the National Society of Pershing Rifles at Morgan State University,  0 P/R 71, of Company H-15, now Company J-8.  He was a member of the P/R Co H-15 Drill Team, a Distinguished Military Graduate, a Political Science / Pre-Law Graduate and was commissioned via Army ROTC from Morgan in 1973. He played lacrosse at Morgan State, attendeding on a 4-year Army ROTC scholarship.

David is a former Army Infantry officer, Ordnance Corps officer, Rifle Platoon Leader, was an Explosive Ordnance Disposal (EOD) Company Commander, a Special Weapons Company Operations Officer and a former Brigade S-3.  He served in CONUS and Germany. He is currently employed as a Department of the Army Civilian at the U.S. Army Materiel Command at Redstone Arsenal, Alabama.

He was the sixth NSPRAA Commander from 1998-2000, and is looking forward to seeing all of you at NATCON…every year!

Key Tasks

– Assists the NSPRAA Directorates and offices in the planning and administration of specialized program.

– Serves as the NSPRAA focal point for planning, developing and executing strategies, conducting future operations, and training.

– Provides oversight and directs staff support to emerging critical requirements impacting organizational mission.

– Interprets policies based on regulations, management principles, and ethics governing the conduct of work.

– Develops and establishes short and long-range plans and milestones in response to the needs and priorities of the NSPRAA members-at-large.

– Ensures effective integration of plans and programs, encompassing a wide range of information management and resource disciplines.

– Set priorities, assign work and establish schedules for work completion while making decisions on work problems presented by subordinate supervisors.

– Assures timely performance and reviews work completed by subordinates ensuring quality standards are met.

– Performs other duties as assigned.

 

Deputy Operations Officer  – Reporting to the Operations Officer, this P/R assists the Operations Officer in all operational issues and often acts as the on-site coordinator to procure supplies for NATCON or having such supplies delivered. Volunteer Coordinator – Reporting to the V.P.- Operations & Staff, this P/R works with the staff to identify vacancies which need filling on the staff, as well as volunteers for positions that are needed for national and other events (NATCON, Drill Meets, Etc). The volunteer coordinator:

  • Assists with writing job descriptions,
  • Plans how and where to recruit volunteers and posting adverts
  • Completes any relevant checks(like a police check or working with children check)
  • Plans for volunteer retention and replacement
  • Assists in the Development of policies and procedures as they regard volunteers
  • Develops the orientation kit, volunteer handbook or introductory programs as needed, and Evaluates those products
  • Presents or managing the orientation for all new starters, whether online (video/phone) or in person
  • Facilitates or Conducts performance review or evaluation
  • Matches the skills, experiences and expectations of volunteers to available positions.
  • Drives our volunteer management program and provides ongoing support to volunteers.
  • Develops ways to recognize and reward volunteer efforts, and Promotes the recognition program
  • Manages volunteer communications such as social functions, newsletter input or social media posts for the communications officer.
  • Plans and sets goals, Rostering and organizing volunteers
  • Communicates with people from diverse backgrounds
  • Resolves conflictor manages the grievance process.

Heritage Committee

Teon Singletary

Teon Singletary is from the small town of Trio, SC. He was initiated in the Pershing Rifles in spring of 2006 at Company Kilo-4 at South Carolina State University. He graduated from South Carolina with the degree of Computer Science and commissioned from ROTC Bulldog Battalion in 2009. Singletary also have a Masters in Information Technology Management from Webster University. He is currently work with a non-profit call Helping Hands of Georgetown, where he is the Employment and Empowerment Training Program Leader.

Singletary owns a local company called Teon Singletary Leadership Empowerment, that specialize in Professional Leadership Training and Coaching. He is a Certified Speaker, Teacher and Coach of the John Maxwell Team. He has partnered up with multiple community organizations in order to bridge the gap and change lives.

 

Willis Madden

Willis Madden was initiated into the Pershing Rifles in the Fall of 1986, at Company Oscar – 4th Regiment at Virginia State University, where he held a number of staff positions inclusing CO, XO and S-1.

Commissioning as an Army 2LT in 1991, he embarked upon his military career by entering the Aviation Branch, attending OBC and Initial Entry Rotary Wing Training at Ft Rucker Alabama, becoming a Scout Pilot. Stationed at Ft Wainwright in the 6th ID, Willis was part of the 4th SQN, 9th CAV, Buffalo Soldiers! Subsequent postings found him at Ft Hood with the 13th COSCOM, and the 1ST CAV, before moving to the Transportation Branch after which he commanded in the 13 CSB at Ft Benning.

He moved into Functional Area 49, Operations Research, Systems Analysis at Ft Lee before moving to Ft Knox, and the Pentagon. He has Commanded, and held many staff positions, working with the United States Recruiting Command, the United States Army Reserve Command, and on the Department of the Army Staff with the Office of the Chief, Army Reserve. Retiring in 2011, Willis continued his service to his country as a contractor with ASM Research, where he currently supports the Army at the Training and Doctrine Command (TRADOC).

Willis has also worked with several Community organizations in addition to the Pershing Rifles, to include the Boy Scouts of America, the Girl Scouts of America, American Legion, AUSA, and has been Chair of two 501-C-3 Non-Profit organizations. He and his wife Charlotte Madden currently reside in King and Queen County., and has 5 children, 2 currently serving in the Army.
